## Purpose

Web-specific implementation guidance.

## Decisions

### Web

- **Targets:** web apps on desktop and phone browsers, and installed web apps (PWAs). The language should also stay usable for re-skins.
- **How a project uses it:** link the hosted master CSS (`<link rel="stylesheet">`, which loads slightly faster, or `@import url(...)` at the top of a stylesheet). See [Token Architecture](../tokens/token-architecture.md).
- **Fonts** come bundled inside that CSS, so the look is identical everywhere.
- **Hover content on touch:** anything that appears on hover, such as tooltips, must also appear on tap on touch devices.
- **Light and dark:** switched with a theme attribute on the root element; the first visit follows the system setting.
